李干杰来到黄河东营段五庄控导和丁家控导，认真听取黄河防汛工作汇报，仔细察看黄河干流流量、防洪工程、河势等情况。他强调，做好黄河防汛工作，事关人民群众生命财产安全，事关黄河流域生态保护和高质量发展。各级各部门要强化责任担当，做到守土有责、守土负责、守土尽责，以实际行动筑牢防汛安全屏障。要加强黄河水情测报，强化会商研判，做到科学预测、及早预报、提前预警，为防汛抗洪抢险提供信息保障。要加强堤坝巡查防护力度，坚持昼夜巡查，严密排查隐患，扎实做好重点区域和薄弱环节的防御工作，及时加固薄弱堤坝，确保黄河山东段不出问题、不垮坝。要做好应急抢险准备，预置抢险力量、物料和设备，一旦出现险情，迅即投入到抗洪抢险工作中。要进一步完善防洪应急预案，把预案做精、做细、做实，做成真正可操作的预案。要增强忧患意识，着眼防大汛、抗大洪、抢大险、救大灾，提高设防标准，完善防洪体系，确保黄河安澜。

李干杰十分关心黄河滩区居民安全生产生活状况，他来到利津县三岔村，听取滩区群众转移、旧村台改造提升等工作汇报，随机走进群众家中，详细了解滩区防洪和安居情况。李干杰叮嘱当地干部，要始终把黄河滩区人民群众生命安全放在首位，动员群众做好防汛准备，提高群众思想认识，落实好人员转移应急预案，做到紧急情况下快速撤离、不漏一人。要密切关注水情，加强滩区巡查防守，做好滩区生产堤防护，减少人民群众财产损失，确保安全度汛。

At the sites of Wuzhuang river control work and Dingjia river control work, LI Ganjie listened to the report on Yellow River flood control work, and examined the flow of the mainstream Yellow River, the flood control works and the river regime carefully. He emphasized that the Yellow River flood control work concerns the safety of people’s lives and property and the ecological conservation and high-quality development of the Yellow River Basin. He put forward the following requirements: Departments at all levels should enhance responsibility undertaking, earnestly fulfill their duties, and build a strong barriers against flood through practical action; strengthen water measuring and forecasting, enhance consultation and information communication, and provide information guarantee for flood control and emergency rescue through scientific forecast, early forecast and early warning; strengthen patrol inspection of the dams, conduct 24-hour patrol, investigate and eliminate the hidden dangers, strengthen the defense in key areas and weak links, reinforce the weak dams in time, and ensure the Yellow River in Shandong section safe and peace; make preparation for emergency rescue, and allocate adequate emergency rescue personnel, materials and equipment to ensure immediate disposal in the event of an emergency danger; improve the emergency plan for flood control, and make the plan fine, detailed, practical and operable; enhance the sense of hardships, raise fortification criterion and improve the flood control engineering system based on the requirements of flood control, flood fighting, emergency rescue and disaster relief, and go all out to ensure peace and tranquility of the Yellow River.

LI Ganjie is particularly concerned about the work and life safety of the residents in the Yellow River beach area. In Sancha Village, Lijin County, he listened to the report on the relocation and old terrace reconstruction work, and randomly checked the flood control and resettlement work in the beach area. LI Ganjie reminded the local cadres to always give top priority to the safety of lives and properties of the people, mobilize the masses to make preparations for flood control, improve the ideological understanding of the masses, and implement the emergency plan for personnel transfer to ensure evacuate all affected people in time; keep a close watch on the water regimen, strengthen patrol inspection and defense, and improve the protection capability of production dykes, in order to minimize the loss of property of the people and ensure safety in the high water season.
